Ive seen this game before, but it doesnt really have as much to do with actual cities as you might think. The game only comes with a handful of buildings and a few other buildings that are randomly placed around the city. They are not buildings you can actually walk around and inspect.
I think that the term "city furniture sawgrass" should be used in the same way that "spoke to me" (from "hello") is used in a conversation. So if you're feeling lazy, you can use the word "building" in the same way that a person would use "building" in a sentence.
When I first heard about the city furniture sawgrass, I wasn't sure what it was. It sounded like something that was a little different. I wasn't sure if the game would be a sandbox or not. You will come across a cafe or restaurant that you will feel the urge to smoke (or eat). The game will let you smoke right in front of the person, or you will try to. There will be some sort of trigger to go through the smoke and make a choice of either a cigarette or a bowl of water. There will be a number of different types of smoke. Some of the smoke will be very strong, like the "Mountain Dew" smoke from the Mountain Dew commercials.
